By law a professional is covered provisionally, provided he/she can show that an application is submitted. Usually, the receipt for fees paid should be sufficient evidence that an application has been submitted.
Early renewal is February 1st to March 31st . Regular renewal is April 1st to June 30th . Late renewal is July 1st to December 31st. Only new registrations are accepted between January 1st and 31st.
You would need to renew on April 1st of the following calendar year. The first license would expire on March 31s.
You do not have a grace period after March 31st.

Clients in arrears for one to three years are required to pay the current year's fee plus the arrears and penalties for the prior years. If the arrears are more than three years, only three year's credit hours are required plus the arrears in fees and penalties for the number of years in arrears.
If it was the recent past renewal period and the submission can be verified and a receipt presented then the fee for the current year is required, along with the late fees for the year in arrears and all outstanding credits for current and past year.
For most professions, provided the upgrade was earned/completed just prior to the new renewal period and there is no lapse in renewal. Please check this detail with the Council Office.
